Design, implement, and maintain the bank’s Operational Risk Management (ORM) framework in alignment with Basel standards and local regulatory guidelines.
Establish and monitor Risk Appetite Statements (RAS), ensuring the bank operates within defined risk tolerance metrics.
Risk Assessment & Mitigation
Risk and Control Self-Assessment (RCSA) process, guiding departments in evaluating inherent business risks and designing targeted control improvements.
Lead the tracking and analysis of risk events, near-misses, and operational loss data to identify root causes and prevent recurrence.
Business Continuity & Resilience
Formulate, maintain, and test Business Continuity Plans (BCP) and Disaster Recovery (DR) strategies to ensure operational resilience during crises.
Governance & Advisory
Act as an independent advisor to senior management, the Chief Risk Officer (CRO), and the Board, and Risk Committee.
Provide risk oversight for new product launches, strategic initiatives, and major outsourcing/vendor agreements.
Culture & Team Leadership
Cultivate a robust risk-awareness culture across all business lines through staff training and active engagement.
Lead, mentor, and build a high-performing Operational Risk team.
Key Responsibilities
Reduction in Operational Losses: Minimizing financial impact from incidents such as execution errors or fraud.
Risk Assessments: Direct annual Risk and Control Self-Assessments (RCSA) and process-mapping workshops to evaluate inherent risks and control effectiveness.
Risk Appetite & Reporting: Define the bank’s operational risk appetite for Board approval and operationalize it. Develop Key Risk Indicators (KRIs) and provide actionable Management Information (MI) reporting.
Framework Development: Design, implement, and maintain the Operational Risk Management Framework (ORMF) and policies in alignment with Basel III/IV and local regulatory requirements.
Incident Management: Oversee the investigation, calibration, and escalation of operational risk events (e.g., internal/external fraud, system failures), ensuring root-cause analysis and preventive measures are implemented.
Change & Project Risk: Act as a subject matter expert on steering committees to evaluate operational risks associated with new products, technology implementations, and strategic projects.
BCP Test Success: Successful execution of emergency and disaster recovery drills without critical service disruptions.
Qualifications & Experience
Education: Bachelor’s degree in Finance, Accounting, Economics, Risk Management, or a related field. Professional certifications such as FRM, PRM, CPA, or CIA are highly preferred.
Experience: Minimum 5+ years of progressive operational risk management experience within the banking sector, with at least 2~3 years in a managerial or leadership capacity.
Industry Knowledge: Deep understanding of banking operations, standard market risk controls, and regulatory compliance guidelines.
Skills: Excellent stakeholder management, quantitative and qualitative analytical skills.
Strategic Leadership: Ability to translate complex risk data into actionable strategies and communicate effectively with the Executive Board and Risk Committees.
Independence: Strong backbone to provide objective, unbiased challenges to senior business leaders.
Crisis Management: Decisive under pressure, especially when dealing with crystallized incidents or severe business disruptions.
